Hi Mike,

Any resistor that will stand off the voltage (21+kV) will be fine.  Wire
wounds do add some inductance which helps a little but no big deal.

10 amp fuses on each NST are fine.  If the cores saturate, the NST will
draw like 20 to 30 amps so it is not subtle.  The filter itself "should"
stop core saturation by firing the safety gaps.  I just thought of that,
but I am not sure of it...
