Winston,

There's a good chance the coupling is too tight if it's really
0.21.  Many coils can't tolerate that, esp low bps coils.
It's normal for the streamer length to go down when you
reduce the coupling, sometimes there's no other option.
High bps, small bang-size TC's can tolerate tighter coupling,
but are less efficient overall.   You may find a benefit from
adding a 6" to 10" extension to the top of your secondary,
but that may not be necessary.  A coupling of about 0.16
or 0.18 may be optimal for your coil.

If your gap is set too wide, it may misfire at times too and
contribute to the racing sparks.  If the firing rate sounds
unsteady.... this may be a sign of a too-wide gap setting.
Your coil may benefit from a 120 bps synchronous rotary gap.
