In my limited experience with NST's, I've found the same
thing that other coilers have, if the NST has no output, and an ohmeter
check shows normal resistance of the sec.to ground( same as a working NST)
then the problem is usually  carbon tracking and heating my repair it.. If
the resistance is anything other than "normal", i.e. open or shorted, then
repair is more difficult or impossible.
