Of course, one could use a gas like water vapor (steam) in your blast gap,
saving you the hassle of a compressor. I wonder what the breakdown voltage
of water vapor is?

Then, you can make the steam with a heater in a boiler..  I don't have my
steam table handy, but at 60 psig, you're not too high above 100C...
