Recall that in a commercial pulse cap, the packs are very close to being
identical (probably much more so than caps out of a standard manufacturing
bin).

Also, these sorts of things are part of the design optimization (just how
identical are they, how much overdesign do you need to get the rated life,
etc.).. better processes, better understanding, etc., is why you can get
50-60 kJ in a can the size that would only hold 3-4 kJ 20 years ago.
