This is simple safety. Not all caps will hold a charge very long. Most good
caps will. My next door neighbor, a radio amature, worked on his transmitter
2 days after shutting power off. He is now electrocuted, not shocked, but
gone. dead. Stupid dead is still dead. Be safe.
