This does not make sense to me. Whether or not the transformer has shunts
should be irrelevent. Shunts are strictly for current limiting. A reactive
circuit such as a transformer with other inductors and capacitors has a
power factor. If the power factor is high, then no correction is needed. If
low, then PFC can be applied to increase power efficiency.
