	I suggest differing meanings to the word 'short out'.
	The original sense in this thread was referring to use
	of a cap so large that it would have too low a
	reactance(impedance) for the source to power.  This has
	roughly the same effect as the more usual meaning:

	(I once watched another list spend a week troubleshooting
	what the problem presenter said was a 'short circuit'.
	Turns Out when HE said 'short circuit', he meant ANY
	electrical malfunction.  What he had was an open...
	difference in linguistics.)
