Does a "regulating" coil really waste energy?

Does a "regulating" coil or off-axis inductor actually waste energy?

If the coil is primarily an inductive reactance isn't the energy temporarily
stored  in the magnetic field rather than dissipated? Furthermore, is it not
possible the non-coupled flux could be actually advantageous from the
voltage-boosting viewpoint, acting as inductor in effectively series with the
secondary capacitance ACROSS the magnetic coupling of the primary and secondary
coils - rather in the same manner that the "leakage"reactance of the HV
transformer primary is made to resonate with the capacitive reactance of the
tank capacitor in a resonant-charging TC set-up?
