Aric,

If the electrodes are bolted in, you may be able to place
washers under the electrodes nut to adjust the weight
by trial and error.  You may also be able to drill into the
rotor edge, and tap it and screw metal set screws into
the edge to adjust the weight.  If the motor spins very
freely, you can see if the rotor tends to "fall" to a certain
spot every time you let go of it.  Add weights holding them
on with tape until the rotor doesn't preferentially fall to any certain
spot.  Then you can use this same weight for the metal set
screws into the edge.  You can also take the rotor off, and
place it onto a shaft, and place the shaft onto to razor blades,
and see if it rolls to a certain spot.  Use weights to stop this
tendency, etc.
