If the output is indeed cut in half. most likely it has carbon tracks on the
inside. I have heard (never had to do it) that heating the tar in the NST
then allowing it to cool often fixes carbon tracking. If not, it should work
if you completly de-pot the transformer. Depending on your access to NSTs,
this might seem silly or very worth while.
