Now how does one make such a resistor, since
I'm sure that one of that specification does
not exist in a single package...

Would it be safe to series fifteen 10M resistors
rated for 1/2 watt each? Or would each of the
resistors have to be rated -at- 5 watts?

Those resistors do come in single packages (Caddock makes high voltage
resistors in high values such as those), but it is much easier to use
smaller resistors and series them up.
