         I'd expect constructional difficulties, possible
         arc overs (as primary would be physically higher),
         difficulties in tapping (or changing the tapping)
         for tuning.  Since the primary is INSIDE, it would
         be smaller diameter, so, for same inductance,
         longer, hence more arc over...
