To make a toroidal form you can just fill an inner tube with the
expanding foam insulator materials you can find at any good hardware
store. ... Or you could coat the outside -- cut in half (through the
diameter) coat the two halves and use them as a positive mold for the
same foaming filler.

No I have not done this myself -- it is reported (urban myth?) that this
is a great trick for emergency inflation of tubless tyre punctures.
