Mike,

Yes - elevating the gas pressure makes it more difficult for any dissolved 
gases to come out of solution. And even if bubbles do form, the higher gas 
pressure makes the gases within the bubbles more difficult to ionize, 
helping to inhibit corona (ala Paschen's Law).
