Nope, curent too high/voltage way  too low for a SG coil. Even using a 2kv
MOT you will run into trouble with an unreliable spark gap unless exotic
means are used (like a rarefied pure hydrogen gap or something like that).
Better off using at least 7 kv+. You're not going to get that from a 40-50
volt welder.
