Yep that's the problem.

At pressures greater than 1ATM *pure* O2 becomes toxic.

As O2 is about 1/5th of the air this equates to an *air pressure* of 5ATM
for toxic effects to start becoming apparent.

That's only 40m or ~120' below the sea surface.

My bad then.  I was always taught (at least as a Scuba Diver) breathing
pure
oxygen was toxic to the human body.  Especially the case at higher
pressures
(such as at
depth).  This is the reason that Nitrox and other mixed air-type diving
is
used.
I guess at low pressures (1 atm or less), pure oxygen is okay as you
say.
