It makes sense to me also (I think) Basically, your NST core, NST center 
tap, NST filter ground, and center electrode of your safety gap, plus the 
ground lug of any power line conditioners you use, should all be connected 
to AC line ground. Your strike rail and secondary are the only things that 
connect to RF ground.
