Looks nothing like the fuse that's been sitting around in my
junk box for the past decade...

It's for use with a pig, and the associated
ceramic fuse jack.  It's rated 7 amps -at- 4800 volts.
Amazingly simple as to how it works... it
essentially keeps tension on the spring in the
fuse jack that holds the jack closed... when the fuse
blows, the spring is loosened, and the jack drops down
in the hinge, then it swings open via gravity.
