Hi Dan,

I'm thinking that the small plate is designed small and sharp to promote the
propagation of extreme corona.  The corona will then glide over the
insulating glass plate, and try to find the best source of ground, which
will be the grounded bottom plate.  A large coil is required to allow the
arcs to make the distance to the ground plane, and to allow them to cascade
around the perimeter of the entire device.  Ultimately the effect will look
similar to a waterfall in a darkened room with enough power applied.  Have
to see if DC agrees with this description or not.
