Not really.  I already spoke with the individual selling the capacitors and
received the specs.  They are good pulse-duty
rated capacitors which are perfect for tesla coiling.  Whether, they are
near the end-of-their-life . . . well . . . thats
just a chance one has to make especially given the fact the prices are dirt
cheap for these things compared to the "new"
price.

That's a vague and misleading statement. Not every plastic cased Maxwell cap
is for high rep use. You really need to find specs on the ebay end-of-life
pulled-from-equipment specials before determining if it's good for a
specific application.
