Will this Arc welder work?

I am looking for arc welders to use as a ballast for a 14.4 kv and 5KVA 
pole pig. I was looking at the one on ebay. (number 2310179346) Would this 
one work (output of 50 amps)? Does it matter that it does not have a 
variable output?
