Frequency and conduction

I have to ask these questions:

Aren't certain frequencies more conductive than others? I heard that at 
high frequencies that things that are not normally conductive will become 
so.  I have been told that even concrete, wood, etc will become conductive 
at certain freqs. Is this true? Does this have something to do with the 
resonant freq. of objects??????
