I tried something similar ( it was to be a celing lite) with 2 plates of 
tempered glass 1/4" thick X 16"W X 24"L  with 1/4" gap filled with argon. I 
had to pull a vacuum on it to lite up at 15KV ( 750 +/- 5 mm Vacuum). The 
problem that I had was that the electrodes MUST be perfectly parallel!!! or 
else the glow effect I was looking for only appeared on one side about 2" 
wide. Sometimes it would travel across the plates but only in a narrow 
strip. Never did get the whole plate to glow as expected.  Altho I must 
admit, the effect of the glow worming its way across the plate was 
interesting....  eventually the seal must have leaked and it quit 
working....   expensive test  but it was fun learning about it ...
