Uh, no they don't.
Don't forget that the input and output capacitors used in 3 terminal
regulators are
not only there for filtering.  They are also there to help stabilize the
loop response
of the internal feedback of the regulator.  Tantalums offer much higher
frequency
performance than electrolytics and will help the transient response of
the regulator
by pushing out the gain and phase out further to be able to handle
stepped current
transients faster.
