Aaron,

There is a possibility you have an insufficient number of turns in your 
primary to reach proper tuning in your tank circuit.  I would graft on a 
few turns...tap further out, and see if you measure an increase in 
output.  Also, others on the list in the past have had success using a 
seperate inductor in seriers with the primary.  Search in the archives 
under "off axis inductor", if I remember correctly.  It shouldn't be hard 
to find a few examples.  If you want pics you might try the tesla coil web 
ring.

Guys,

My coil is extemely sensitive to the primary tap. It refuses to make any
sparks if you move it off the last coil or so. It works best on the very end
of the last one.

Currently it is a 9kV/60Ma, 15 turns, 30X6.5"secondary, 7x24" dryer duct
toroid, 0.025uf/12kV capacitance

Any ideas?
