I believe that static in series with rotary is not uncommon.  You can also 
trigger the static gap; this has the static control the start of the spark 
and the rotary the quench.  Shouldn't be that hard to get it all 
synchronised - I'd probably go for an optical system to fire the trigger 
for the static gap. (White spot by each electrode on black rotor or 
vice-versa.)
