Adam,

You don't need a ball cutter.  Just drill holes in your primary supports
slightly larger than your tubing diameter.  Then carefully saw through the
holes a bit above halfway up.   The holes will then look like a C with the
open side facing up. Viola, snap-in holes easily made.  I recommend using
HDPE cutting boards for the primary supports.  Easy to drill & saw, and
pliable enough to allow the tubing to be snapped in without damaging
anything.
