These are probably... believe it or not... spark gaps :) Or rather gas
discharge tubes. They are used to protect the feed to the meter circuit in
the event that something flashes over inside the power supply. The spark gap
will break down and prevent the full 60kV getting dumped into the meter on
the front panel :-0
