Definitely not.  The rate of erosion would be terrible, and the
quenching would also be terrible.  Carbon has very poor thermal
conductivity so the arcing surface gets white hot, which goes back to
the quenching problem.  The resistance of the rods themselves is high
and will contribute to losses.  Use copper or brass, or tungsten.
