I'd say no. Keep in mind that the insulation will see 50-100kv+ at the ends with 3 layers. Even if it doesn't punch thru it (which it probably will unless you put gallons of the stuff on) it will simply arc around it instead of shoot sparks off the doorknob. HV transformers that you see in substations use an inch of oil + pressboard for every 11.5 kV on the winding. I'd simply take off all but the first layer rather than take a chance on it destroying itself after it's turned on.

99% of the time more than 1 layer is bad unless you go to extreme measures to insulate it (.125" thick layer of kapton film between layers/potting in SF6 or oil/etc) which most of the time just much cheaper to use a bigger coil form with 1 layer. As is I'm willing to bet that your coil will short itself out and maybe catch fire if the input power is decent.

Am I understanding you correctly that you have wound more than one layer of wire on your secondary coil?? Have you run this coil successfully yet?
