    Sort of.
    Two points to ponder:
      There is a deal of stray capacitance between the
      windings, which can bypass 'HF' (spikes) thru.

      The windings of a big transformer may nto have all that
      much inductance.

    Serious Intrumentation transformers use shielding
    between primary and secondary...
