You are the first person to tell me about this rule.... everywhere else I have read it says resonant.
It "used" to be cool...  But no longer...  All the old books and 
stuff from 5+ years back are all wrong now :-((

 for a 9kv 30ma transformer   11x 910pf is still low.....
Better...  9kV transformers are tough...  Hard to say...  I would worry...
