Gary,
     I have a brain shaped plasma device, even more structurally 
unsound, but the glass is THICK, much thicker than my old globe shaped 
one from radio shack.  You can get streamers from a variety of voltage 
and pressure levels, I would imagine using the phosphors, and relying on 
surface tracking would increase the pressure you could use.  90% of the 
time when you have a phosphor coated globe the streamers stick to the 
glass, it is probably designed to work this way (perhaps it is a 
property of the gas they fill them with, which I believe it is pure 
xenon).  I don't know for sure.
