This is an extension of the "Eye of Sauron" effect that I posted 
recently. The effect is of a dual ring of streamers circling a person 
(me) without an obvious source.  Much like the coloured halo effects 
with level power ups in games like World of Warcraft.

It requires that I stand close to the streamers and I can draw sparks 
to my hand with an earthed chainmail glove.
