Get yourself one of these:

Like scrap 3/8 or 1/2 inch copper or aluminum and make a larger radius corona shield (connected to the top of the coil voltage).

The voltage likes to arc of the "edge" of the wire. But this makes that edge far wider and stops the arcing...

Well, for what it's worth, I've just completed assembly of "Kong Jr", my
3" SG coil.  1st light was not bad, but there's a bit of streamer breakout
at the top winding of the secondary coil.

Raising the topload a bit has cut back the top winding breakout, but there
is still more than I want.  The topload (spherical) is currently located
3.5" above the top winding.

Any ideas on getting that erroneous breakout minimized?

     on this project.
