In an energy transfer 'mode' losses should be avoided.
Thus, if trying for 'energy transfer' 'operate'
(rather than tune) so as to stay below breakout.
(The word 'tune' is a bit ambiguous, but not obviously so.
'operate' is obviously ambiguous.)  eg: increase the top
load until breakout is impossible.  Which may require
retune (or redeisgn) of remainder.

I believe there is a written description by Tesla of
his vision of operating in power transfer, referring to the
'top load' as '...surrounded by a pale purple glow...'
(corona).

(At the risk of seeming argumentative: I doubt useful amounts
 and effiency of power transfer is/are possible.)
