The comments in russian mention it is a "generator of Marx",  
located in
town of Istra, not far from Moscow.  Soviets loved to give names of
leaders to big projects.
    

Um, a "Marx Generator" is the name for that type of device.  Most large
"impulse generators" are of the Marx or Fitch type.  In this case, they
are speaking of Erwin Marx, who first described the circuit in 1924 -
not Karl Marx. :)
