Not exactly an edict --- just good engineering practice.

I've seen coils with sparks lengths longer than the sec coil flash over
internally.  With the relatively high cost of copper wire these days, the
cost of a few circles of acrylic and a shot of GE Silicone II are nearly
insignificant as compared to the rewinding material and certainly time
spent. You end up spending hours with a dremel tool removing all the
carbonization from the coil's interior and then the rewinding time.  Uggg.

It's easy to pop in a few baffles and I strongly recommend this to anyone
who contemplates operating a TC with a spark length longer than the winding
length of the sec coil.

If you are running a coil with the output spark length less than the sec
winding length probably not necessary.  I do install baffles on all my coils
irregardless of spark length --- it's easy to do compared to rewinding work.
