If res value is .013, then use approx 1.4 x Cres, or 1.4 x .013 = .018 uF

Erms x 2.5 = 12,000 Vrms x 2.5 = 30 kV DC required rating.

One string of 16 caps = .009, so two of these in parallel will give approx
.018 at 32 kV.

Total caps required is 32 for this build.  It takes more caps but this is
the right way to do it.
