Yes, voltage may have been over the rating considering
everything.  The plate current may have been
1.2 amps or so, but resonant tank currents would
be much higher.

When I tried using a an 8kV rated mica transmitting cap
with a 6kVAC power supply, the transmitting cap failed.
So that may give some idea of what voltage ratios can
be withstood in a VTTC.  Of course each VTTC maybe
slightly different, etc.


6kV * 1.414 pk/rms = 8.5kV > 8kV..

It's overvoltaged by a bit, but there's probably some margin in the rating on the mica cap, at least voltage wise. OTOH, if you're looking at some kVAC RMS riding on top of a DC or line frequency offset, you could have twice that much.
How much current were you passing through it?
