[TCML] Scan Tesla?

Hi Folks,

I was just looking around for information on designing SSTCs, and I came
across a link to Scan Tesla: http://drsstc.com/~sisg/files/scantesla/ .
Unfortunately the page is 403 forbidden, so I was wondering if anyone knows
if there is another place to get it?
