The capacitor as shown as Vc2 consists of the driver secondary shunt
capacitance and any additional capacitance (including transmission line
 to "Extra Coil --L3").

This combined capacitance to achieve the desired multiple interference
frequency response on the extra coil requires shunt capacitance of as
much as 4-5X the nominal stray capacitance of the driver secondary.
On a large machine (as Golka's / Tesla CS Magnifier) a shunt
capacitance of 300-500pF for Vc2 is very likely.  In order to achieve
this level of shunt capacitance either very large sheet-metal planes
insulated above the ground plane (cars on insulators) or a very long
transmission line (with undesirable series inductance) is necessary
to achieve the exemplary result as shown by De Queiroz.
There is no capacitive divider in this configuration, the transmission
line is above the earth ("ground plane") so is directly a shunt capacitance
in parallel with the internal capacitance of the driver secondary.

A capacitive divider is typically used to measure high voltage by the ratio
of capacitance between the high voltage and shunt measurement port:
