I have heard it used in two different ways. For  TCs that use to be used in non-breakout mode in x-ray supplies, etc. the traditional formula you show was applicable. For TCs with breakout, the streamers cause the Q(sec) to vary wildly as they grow and shrink and a more "operational" definition has often been used. In this case, the "practical" critical value is the value you can push it to without causing catastrophic racing sparks.
