Thanks for authoring the NLL wiki page!

I read the deletion talk page, and sadly they're probably right. The project really isn't 'notable' at this point since it's still just a conceptual design. There will definitely be an argument for notability however, once it starts producing relativistic breakdown pre-cursors. ;>

Regarding prospects for construction, funding is the critical path as you might have guessed. Most of the design work is done, we have a working 1:12 scale model and a functional water-cooled IGBT section for the 50kA primary switch that can maintain 300BPS. The Lorentz forces produce a pleasing ping note from the copper conductors.

Practically all of the effort these days is directed towards pursuing funding sources. So far I've managed conversations with three individuals capable of funding the project, though no real interest yet. One of them is certain that the gov't won't allow it to be built. :D
