[TCML] adjusting gaps

When you are adjusting saftey gaps, do you set the gap far enough so when
connected directly to the NST, it can't fire only when you turn on the NST
or do you set the gap far enough so that I can't fire at all.
I am asking this because I noticed that when when an NST is turned on, you
have to move the terminals colse together to get it to fire, but then you
can move the terminals farther apart with the arc still firing.
