Maybe? if it's a two part paint, does it even have "thinner" in the conventional sense (like lacquer or oil-based enamel). Can you get a small amount to try as a sample?

Depends also on the wire. While everyone talks about it as Enamel Magnet wire, it's not really enamel, it's some plastic or another.



Does anyone know if the two pack paint it's self is a poor high
voltage insulator?

It doesn't really matter all that much. The turn to turn voltage on the secondary is only a few hundred to maybe 1000V, and almost any film will stand off that kind of voltage.



Any ideas on how to test it?


So far I have used an old 1000V mega tester in a pot of the liquid to
measure the resistance between a couple of electrodes. It always
reads above 200Mohm regardless of the distance between the
electrodes.
