As a simple rule of thumb, think of all Tesla coils as bipolar.  There is
no need for a ground with a bipolar coil as the ground is implicit in the
bottom winding.  A standing solenoid coil is still a bipolar coil except
the bottom end is buried in the ground.  Just make the bottom load at least
the same geometry and capacitance as the top load and it will work fine.

As others have suggested, you could do this by burying wire or metal plates
under the coil, or just placing a metal plate on a concrete floor.  If you
want, you can even place a toroid identical to the top load on the floor.
 Keep the lengths of the lead wires from the top of the coil to the top
load the same as the lead wire from the bottom of the coil to the bottom
load.

You could also put the TC on a 55 gallon barrel of water and run the ground
wire into it.
