Hi Phil,

I dare to start speculating here because that's just what I would be doing, but metallic oxides are certainly not always conductive. As a matter of fact, iirc some aluminum oxides are used as insulators. I am not a chemist so I'm only "punting" here but I'm sure Jim Lux or some of the other resident geniuses could elaborate further.
