If you don't want to use fibreglass, I recently used papier-mache with 
wall paper paste as the adhesive to form a rigid structure on top of a 
foam former.
To harden the outer layers further, I used a top coat of plaster of 
paris with 50/50 mix of PVA and water then sanded smooth. Should work 
fine over an inner tube.

This worked very well. Very cheap and not half as 'aromatic' as the 
fibreglass.
